Our Board is the senior decision making forum for the ICB and is collectively accountable for the performance of the ICB’s functions.
In March 2025 the Government asked Integrated Care Boards (ICBs) to cut running costs by 50%. As part of the plan to achieve the reduction of costs, three ICBs are coming together to form a new, larger ICB which will be called ‘Central East ICB’. We expect this to come into being from 1 April 2026.
The three ICBs - covering Hertfordshire, as well as Bedfordshire, Luton and Milton Keynes, and Cambridgeshire and Peterborough - have begun working together more closely and appointed a new board and executive team from 1 October 2025 to lead their staff through the transition. Until 1 April 2026, Hertfordshire and West Essex ICB spans what will become the Central East and Essex areas, therefore the formation of the Hertfordshire and West Essex ICB board is different from those in Cambridgeshire and Peterborough and Bedfordshire, Luton and Milton Keynes, to reflect this.

Integrated Care Board meetings in public
Hertfordshire and West Essex Integrated Care Board is committed to open and transparent decision-making. We hold formal business meetings in a public session that people can attend and observe. There are two regular meetings held in public: ICB Board and Primary Care Transformation Committee; and our yearly Annual General Meeting.
