Owen became Chief Executive of Hertfordshire County Council in January 2019, after spending three years as Director of Resources. He moved into local government after spending eight years in the Civil Service, where he held Director roles at the Home Office, HM Courts Service and the Legal Aid Agency.
Owen’s priority is the health and wellbeing of the residents of Hertfordshire. He is eager to champion diversity and inclusion, and to ensure we have communities where everybody can thrive. Owen is committed to partnership working, to put the right building blocks in place: stable jobs, quality housing, good education and high-quality accessible health and social care.
